You have to have the base game for the Sims 2 to play open for business. Unfortunately you have to buy the base game too in order to play any of the other expansion packs.

In answer to your Added Details, The Sims 3 will incorporate all Features (And Much More) from the Expansion Packs from the Sims 3, but they may have more ideas, so Expansion Packs for Sims 3.

I've heard totally different to you guys. According to my source (which btw is where a lot of MTS2 top creators seem to have migrated to so I trust it) the sims 3 will incorporate some aspects like maybe objects etc from S2 expansions but won't include the big things like weather, businesses etc. They will be producing expansion packs and allegedly the first one is already made.

sims open for business is an expansion pack for sims 2 which means it need sims 2 to play it. i don't know about sims 3 but when i bought a game once the guy serving me said they will have expansion/stuff packs out for it (just like sims the original and sims 2)
No Sims 3 doesnt, and they may never bring out a business expansion pack for it.
So if youre desperate to open a Sim Business, you should get Sims 2 and OFB. Sims 2 is still a great game.
No, in order to use any expansion packs for the sims 2 you must have sims 2 first. And then you can keep adding expansion packs on until there are no more to buy.
