How do I make sims know other sims on sims 3?

I created a family on sims 3. I would like to know how to create other sims in that town and have them know the sims I've already created. This may seem like a dumb question, but sims 3 totally confuses me.How do I make sims know other sims on sims 3?
To create other sims, you:
1) Enter the game with your current family
2) At the bottom of the screen on the far left, you'll find a "..." button. Click on it and select "Edit town"
3) There will then be a big button that has pictures of sims on it and, if you hover your mouse over it, it will say "Create Sims." Click it and it will take you to Create-a-Sim mode.
4) Afterwards, you'll return to Edit Town mode and can choose to make this new family your active household or to continue with the other, but both will co-exist in the town (:

To make the sims know one another, you can either:
a) Visit their home (Bottom left corner there's another button for Town Mode)
b) Meet them somewhere in town e.g. at the museum
c) Use the cheat Testingcheatsenabled true, hold down cntl + shift while clicking on the family's letter box and then select "Make me know all sims"

How do I make sims know other sims on sims 3?
Since in Sims 3 the neighborhood is fully interactive, once you create a new family, you can have one or more of the new family members visit the family you want them to get to know. Once one member of the family knows that family, they'll be added as a known person to the call list, so you can then call them at any time.
Click the "..." in the corner and click the Edit Town option. (You must at least have the AMB patch)



Then click "Create Sims" and create the new people, move them into a house, and then click return to game at the top of the screen to go back to your original family.
